Description :  Advocacy and Legal Advice Centre (ALAC) Coordinator

OPENING DATE : Tuesday, November 24, 2015.
CLOSING DATE : Sunday November 29 2015.

Position Summary: I WATCH is a member of Transparency International (TI), the global  coalition against corruption with locally established national chapters in over 90 countries.

I WATCH is looking for a suitable candidate to fill the position of Advocacy and Legal Advice ALACs reject the notion that people are apathetic in the face of corruption. Rather, they demonstrate that they will become involved in the fight against corruption when they are provided with simple, credible and viable mechanisms for doing so. The ALACs :

  • Provide legal advice and assistance to victims or witnesses of corruption
  • Help citizens pursue corruption-related complaints and Undertake advocacy for broader reform. The position is responsible for the effective management of the ALAC.

 Specific Objectives and Responsibilities:

1. Ensure that the ALAC provides client-friendly, professional and high quality legal assistance services

  • Oversee the development and management of effective case management systems
  • Establish internal review mechanisms to ensure the quality of legal assistance provided to clients

2. Oversee the systematic collection and use of ALAC data to advocate for structural reforms and ensure effective project management:

  • Promote the use of ALAC data to the public and institutions (e.g., advocacy campaigns, regular press releases)
  • Ensure that the ALAC collects, analyses and uses data effectively (e.g., internal review, fulfilling reporting requirements)

 

3. Develop and maintain close working relationships with key external partners (e.g., government, other organizations and media):

  • Promote partnerships with government institutions, which facilitate the resolution of ALAC cases
  • Identify and develop effective relationships with relevant institutions who can support the work of the ALACs and their clients

4. Represent ALACs internally and externally to promote visibility and share learning

  •  Actively participate and network within TI community of ALACs
  • Promote external understanding of and support for  ALACs

5. Ensure availability and effective use of resources (human and financial) for ALAC operation:

  • Identify, train and manage ALAC personnel (staff and volunteers)
  • Oversee the financial management of ALAC (including regular financial reporting) and identify and secure additional resources, as necessary

6. Produce weekly and monthly reports detailing the activities of the ALAC

  • Weekly and monthly narrative reports have to be sent to the Executive Director (in case of delay, the Project Coordinator has to inform the Executive Director via e-mail)
  • Provide answers to any questions raised by the Finance Department regarding the ALAC expenditures (in case of irregularities)
  • Before being executed, expenses must be submitted and communicated to the financial department. The Project coordinator passes the expenses (and documentation attest – tickets, etc.) related to the project for their consolidation in the weekly financial reports.
  • The Project Coordinator participates in the request for quotations from suppliers and presenting the preferred options

7. Conceptualization and operationalization of a communication plan. Media contacts and other relevant stakeholder and regular information to their attention on the project.

8. Writing of media review notes and regular briefings for the team on policy developments / social issues, in order to adjust the project activities at the Tunisian context

9. Monitoring of political developments in Tunis and in the region

10. Analysis of media landscape and regular monitoring of media

11. Translations (AR. FR. EN) and interpreting

12. In a spirit of flexibility and multitasking, you fulfill any other duties as requested by the Executive Director

13. The Project coordinator refers to the Executive Director in fulfilling their function.

Critères d'éligibilité

  • University degree in Law (preferable), management, communications or social sciences
  • Strong knowledge of the social and political context
  • Good knowledge of the situation of corruption in Tunisia (legal framework)
  • Excellent communication and networking skills; able to represent I WATCH externally
  • Good knowledge of Microsoft applications
  • Knowledge of English (highly preferable) and French.
  • Minimum 2 years of experience in Tunisian Civil Society
