FHI360 is currently recruiting for the position of Program Development Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Program Development Manager will work in close coordination with the Deputy Chief of Party and the program & Grants team as well as technical and ME&L teams to identify, develop and implement Community Resilience projects and activities within the objectives of the Ma3an program and USAID regulations. S/he will report to the Deputy Chief of Party,

The PDM will work with the Monitoring, Evaluation and Learning (ME&L) team to evaluate the efficiency and impact of activities once these have been completed. The PDM will closely follow political, social, economic and humanitarian developments throughout the country and keep the Ma3an SMT team informed, in particular in the regions where Ma3an program is working. The PDM will coordinate with the Grants team in developing activity proposal and insure compliance with FHI360 standards and USAID compliance.

Position Responsibilities

  • Work with the Deputy Chief of Party to ensure program development and implementation quality of Ma3an activities, including those directly implemented by FHI 360 and those implemented by international and local implementing partners;
  • Travelling locally to target communities to provide additional support, at the request of Regional Program Managers, to assist local partner(s) to design grant activities, provide training to grantees, and monitor grant activities as needed;
  • Oversee and regularly coordinate with Regional Program Managers in all offices to ensure that activities are in alignment with program goals;
  • Lead the design and development of the Community Resilience Activities (CRAs) within Ma3an target communities
  • Oversee approach and strategy for developing, maintaining and expanding key external relationships that support activity implementation and program objectives.
  • Measure the capacity of potential beneficiaries in particular with relation to their ability to implement proposed activities;
  • Maintain and update the network of local partners, measuring their capacity to work with and implement program objectives and;
  • Work closely with the vulnerability mitigation team in the development of the Vulnerability Mitigation plans and activities and insure cohesiveness with the overall program objectives
  • Maintain regular contact with representatives of civil society and other local and international partners, donors and government officials active in the target regions to keep current on development programs and political and security issues;
  • Conduct rapid evaluations of conflicts in the target regions in association with team members, contribute to strategic discussions on approaches to mitigate and prevent conflicts;
  • Other project related duties as assigned by the program’s senior management.

Critères d'éligibilité

  • BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
  • A minimum of eight (8) years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Demonstrated understanding of sociopolitical and cultural issues in Tunisia;
  • Excellent intrapersonal skills and proven ability to manage large and diverse professional relationships;
  • Experience in the design and management of community development programs and support to consensus building;
  • Experience working with youth at the community level;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Excellent English and Arabic writing skills and fluent in oral Arabic and English.
