FHI360 is currently recruiting for the position of Sustainability, Partnership and Social Inclusion Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary:

The Civic Engagement Advisor will be part of Ma3an technical team and reports to the Civic Engagement Program Manager. He/she will work in close collaboration and consultation with the Civic Engagement Program Manager and the Senior Technical Advisor accountable for the full rollout and oversight of the Civic Engagement component activities. S/he together with Civic engagement officers will be responsible for ensuring effective quality implementation through work planning, technical support, coordination, (internal and external) and partner capacity building.

Position Responsibilities:

• Develop technically sound intervention strategies and execution plans, in coordination with the Civic Engagement Program Manager and Senior Technical Advisor, to meet component goals and to determine operational needs.
• Work with the Civic Engagement Program Manager to oversee the entire process of implementing activities to ensure their effectiveness.
• Work closely with youth, local CSOs, partners and other stakeholders to develop a youth inclusive ecosystem that promotes youth civic engagement.
• Provide training and mentoring to youth, local partners and other stakeholders in order to strengthen local capacity to empower youth engagement in the community.
• Coordinate with local partners and other stakeholders to ensure holistic local supports for youth, including participation in strengthening youth mainstreaming awareness.

• Contribute to the design of a civic engagement strategy and manage its implementation with partners, the Program Manager and Senior Technical Advisor.
• Work with the MEL team to provide ongoing input for monitoring and reporting on project activities.
• Assist the Program Manager to ensure the timely execution of project activities.
• Supervise the Civic Engagement Officer and work with Regional Technical Officers to support ongoing civic engagement workflow including holding regular meetings and provide feedback on progress of activities and their performance.
• Provide input into annual work plans and other programmatic reports.
