Background

Education For Employment – Tunisia (EFE-Tunisie), supporting implementer Chemonics, seeks to hire a Labor Market Analyst to support the USAID Tunisia Jobs, Opportunities, and Business Success (JOBS) project. In order to support the objectives of component 2, the Labor Market Analyst consultant will work with the Curriculum Development Specialist and the Job Placement & Career Center Specialist on improving the match between skills in demand in the labor market and training provided in order to address structural unemployment.

Responsibilities

In order to ensure the success of the JOBS project and fulfill EFE-Tunisie’s responsibilities under the work plan, the Labor Market Analyst will carry out the following responsibilities:

  • Check results and data analysis methodology of gap analysis studies
  • Assist faculties and 4c to Identify labor market trends and skills needs
  • Assist faculties and 4c to conduct jobs needs assessments
  • Conduct survey assessment to identify faculties needs to implement new study-plan
  • Coordinate with EFE-Tunisie Senior M&E Specialist to collect feedback on new curriculum from private sector, public sector, and youth through questionnaires/surveys
  • Coordinate with EFE-Tunisie Senior M&E Specialist to establish educational metrics for 4Cs and develop M&E tools to measure impact.

Other Duties

Labor Market Analyst can support other stakeholders on the project in his areas of expertise.

Reporting and working relationships

Labor Market Analyst will report to the Curriculum Development Specialist

The consultant will deliver:

  • A report that details tasks conducted during the period of consultancy
  • Contributions to monthly reports on activities performed by C2, which should reflect the work plan for the Tunisia JOBS project

Critères d'éligibilité

  • Master’s degree in economics or other relevant or equivalent field. In circumstances where a candidate possesses exceptional relevant experience but lacks a graduate degree, relevant post-education experience will be considered.
  • At least 5 years of experience in economics or labor market analysis
  • Familiar with various labor market surveys and data
  • Proficient in statistics packages such as SAS, SPSS and other software
  • Excellent interpersonal skills, excellent communication skills (verbal and written), outstanding management skills (including ethical management), resourcefulness, flexibility, and creative problem-solving skills.
  • Fluency in French and English; proficiency in Arabic is strongly preferred.
  • Prior experience working with USAID and other USG funders. (Preferred)
  • Familiarity with Tunisia and the economic context of Tunisia. (Preferred)
  • 1-3 years’ experience leading a team or project. (Preferred)
  • Experience with economic development or job creation projects. (Preferred)
