Who are we? DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

As part on an integrated Libya-Tunisia programme, Danish Refugee Council and its Humanitarian Mine Action (HMA) and Armed Violence Reduction (AVR) Unit, the Danish Demining Group (DDG) have worked in Libya since August 2011 on a range of issues which affect the lives of Libyans, asylum seekers and migrants. Some problems, such as the widespread presence of Explosive Remnants of WAR (ERW) and Small Arms Light Weapons stem from the recent conflict during the Revolution which ended in October 2011. Others, such as the precarious situation of migrants and asylum seekers who have travelled to Libya from other countries have a much longer history. DRC and DDG currently have projects in the greater Tripoli area and in Sabha in southern Libya as well as some interesting opportunities for the mission to expand into new geographical areas particularly with regard to DDG operations .

The programme responds to the problems created by forced migration, explosive remnants of war and armed violence and the focus has evolved from emergency response to building durable Libyan capacity which can support the rights of communities and vulnerable individuals to live in safety and dignity.

DRC has worked in Tunisia since March 2011 concentrating on providing a range of services to third-country nationals who were asylum seekers in Libya and who escaped conflict and persecution during the Libyan Revolution by crossing into Tunisia. DRC was the main implementing agency providing services in Shousha refugee camp as well as to refugees living in urban centres in southern Tunisia. As most refugees were eventually granted resettlement, the camp was officially closed in mid-2013. Nonetheless DRC remains concerned about the situation of remaining asylum seekers and migrants in Tunisia and is currently exploring some interesting opportunities to continuing working on issues of mixed migration and cross border security in the country.

– Duties

– Management
• Overall management of the operation and direct manager for senior staff members. This includes coaching, ensuring co-ordination between managers, recruiting, and development of staff
• Frequent travel to the field offices for direct operational support and representation

– Programme development
• Be a driving force in terms of developing the programme within the objectives of DRC/DDG – including the development of new initiatives and sectors

– Finance and administration
• Together with the Head of Finance and Administration, provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.

– Security
• Overall responsible for security in an increasingly volatile environment including development and ensuring adherence to security procedures, monitoring the development in the security situation, analysing and provision of recommendations

– Representation
• Act as representative for the programme to authorities, donors, partners, and in various co-ordination forums.
• Strengthen DRC/DDG’s position nationally and regionally

– Fundraising
• As the majority of the fundraising is done locally, the Country Director will lead the process of applying for funding and broadening the funding base in a challenging funding environment

– Accountability
• Guided by the Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the efort to document the impact of activities and our presence.

We offer

An interesting and challenging job in one of the best NGO’s. DRC will offer the successful applicant a 1 year contract, renewable dependent on both funding and performance. You must be available to start work from July 2014 and be willing and able to work in both Libya and Tunisa, with a base in Tripoli.

Critères d'éligibilité

  • At least 5 years experience in humanitarian work at a senior management level in an International NGO
  • Proven experience and success in liaison with governments, communities and the international community on issues of sensitivity to these stakeholders
  • Technical knowledge of at least one of the following thematic areas
  • Humanitarian Mine Action and Armed Violence Reduction
  • Migration policy and protection programming
  • Refugee/IDP policy and programming
  • Experience in donor contact, fundraising and networking
  • Strong familiarity with humanitarian principles and practices
  • Experience in representing an international organisation, both internally and to external partners and authorities
  • Strong negotiation, advocacy and communication skills
