USAID Tunisia PFM Senior Team Leader

DAI seeks qualified candidates to support the anticipated U.S. Agency for International Development (USAID) Tunisia Public Financial Management (PFM) Project. This project will assist the Tunisian Ministry of Finance to undertake e-Governance and economic reforms, including fiscal and budgetary reforms, based on international standards and best practices. The project will provide technical assistance to improve e-governance, budgeting, and expenditure control to promote greater efficiency, facilitate investment and trade, and encourage greater public private dialogue.

DAI is looking for qualified candidates for the position of Objective One Team Leader. The Objective One Team Leader will lead the technical implementation of the PFM system for the Ministry of Finance and manage a diverse team of experts in IT, public financial management and fiscal and budgetary issues

Critères d'éligibilité

  • Bachelor’s degree in economics, information technology, public finance, or another relevant field is required. Relevant certifications in systems such as PMP, Agile and Scrum are desirable;
  • Substantial project management experience in a similar position and with projects of similar size, scope, and complexity, particularly in the field of e-Governance and e-service solutions for private and public sector clients. Experience with e-service solutions for both public and private sector clients is highly desirable;
  • Relevant field experience, preferably in the Middle East, North Africa region or in middle income francophone countries comparable to Tunisia;
  • Demonstrated leadership and team management skills leading technical teams comprised of diverse experts supporting complex e-solutions;
  • Demonstrated resourcefulness, flexibility, and creative problem-solving to anticipate and proactively resolve technical, management or operational issues;
  • Excellent interpersonal skills to maintain collaborative, productive working relationships with government counterparts, international donors, USG partners and other key stakeholders;
  • Excellent communication skills to present and write complex ideas or processes concise, logical, persuasive, clear and straightforward manner; and
  • Demonstrated adaptability and flexibility to achieve results and meet targets in a complex dynamic political and international partner donor programming environment.
