Position title: Survey research and facilitation expert

Location: Tunis + Northwest (Kef, Silyana, Jandouba and Beja)

Anticipated duration:

  • 20 days total in January and March 2017
  • 20 days – three weeks after the municipal elections

Reporting to: Field Office Director and Project Manager

 

Background:

Despite high expectations for voter participation in the country’s firstever democratic elections for president and the parliament, turnout in 2014 was low, particularly among women and youth from rural and remote areas.Municipal and regional elections – an important benchmark in institutionalizing a complex and lengthy decentralization process and bringing Tunisian citizens closer to their elected officials – are scheduled to take place next year. It is important to ensure that citizens are engaged in the electoral process.

Following up on the work being done by the ISIE on voter registration, The Carter Center will work with Tunisian CSO partners to conduct a series of 12 focus groups in northwest Tunisia before the municipal elections. These focus groups will aim to identify the reasons for the weak participation of women and youth in the 2014 polls and formulate recommendations to increase participation in the municipalelections anticipated in 2017. The Center and its partners will analyze the data collected, disseminate key findings and recommendations to electoral authorities and elected officials, and support CSO advocacy efforts to ensure that recommendations are implemented in advance of the municipal polls.

In order toco-facilitate the focus groupsand draft a thorough qualitative analysis of the findings of the two rounds of focus groups, the Carter Center is seeking a national survey research and facilitation consultantto take part in its project on Enhancing Citizen Participation in Tunisia’s Rural Northwest. This project is conducted by the Carter Center’s Field Office in Tunisia and implemented in the Northwest regions (Kef, Silyana, Jandouba and Beja).

Terms of reference and responsibilities:

Under the direct supervision of the director of the Carter Center Tunisia’s office and with the assistance of the international expert, the Survey research and facilitation consultantwill:

Pre-election phase:

  • Coordinate with an international advocacy expert to:
    • Develop and finalize a two-day qualitative researchtraining agenda in Arabic;
    • Support development of effective training materials, handouts and presentations in Arabic.
  • Support the facilitation of the training of CSO representatives, with the international expert,onthe conduct of FGs, including: participant recruitment and selection, formulation of FG guidelines and group facilitation;
  • In coordination with international advocacy expert, draft focus group guidelines;
  • Coordinate and facilitate a series of 12 focus group discussions, in coordination with the Carter Center’s project manager and an international advocacy consultant;
  • Debrief with the international expertand provide written assessments on the analysis and key findings of the FGs;
  • Participate in formulatingrecommendations with the Carter Center project manager, the international advocacy expert and CSO representatives based on the findings of the qualitative analysis.

Post-election phase:

  • Coordinate with an international expert on a round of follow-up focus groups;
  • Facilitate focus group discussions with CSO trainees, in coordination with the Carter Center’s project manager and an international advocacy expert;
  • Debrief with the Carter Center’s project team;
  • Help to identify keyfindings / impact of the advocacy campaign based on the findings of the qualitative analysis;
  • Participate with the international expert in drafting the project report;
  • Participate in formulating recommendations with CSO partners.

Duration of the assignment:

The survey research / facilitation consultantwill be contracted for a total of 40non-consecutive days distributed as follows:

  • 20 days in January
  • 20 days (three weeks after the municipal elections)

Location:

The project includes preparation work in Tunis and training and FGs in the Northwest.

 

The Carter Center in Tunisia

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

 

Critères d'éligibilité

  • Master’s degree
  • At least five years’ experience in survey research methodology, particularly withfocus group research and facilitation techniques
  • Strong analytical, communication, interpersonal and organizational skills,including attention to detail and multi-tasking
  • Experience working with NGOs
  • Strong knowledge in strategic advocacy and outreach, civic engagement and / or civic education; Fluency in Arabic and English both oral and written.
