Job Purpose:

The HR Manager will work across North African projects as the key HR lead. The person will ensure that projects have the correct human resources and will be responsible for recruitment campaigns. This will include oversight of job descriptions, advertising of roles and the selection process for new staff. They will also help set up new HR processes and systems where necessary including payroll, work certificates, payroll, taxes and social security returns. The HR Manager will manage leave and sickness bookings and coordinate processes for performance reviews and staff development, such as training opportunities. Other duties include the management of contracts and inductions for new starters. This role is based in Tunis and reports to the North Africa, Country Director.

Reports To: Country Director, North Africa

Contract length: Until 31st March 2019 (with possibility for extension subject to funding).

Main Duties: 

The HR Manager is responsible for:

  • Planning, coordinating and implementing the North African recruitment campaigns.
  • Act as a facilitator between staff and senior management to ensure consistency between the business strategy and the skills in place.
  • Increasing the motivation of employees by enhancing their skills, facilitating access of information within the organization, managing contracts, inducting new joiners and contributing to ongoing staff development.
  • Maintaining HR files including job descriptions and contracts.
  • Managing the annual performance review process.
  • Developing and managing mandatory BBC Media Action training for the local project team.
  • Managing staff development and training plans according to agreed objectives and budgets.
  • Ensuring annual declaration of interest forms are signed by all team members.
  • Maintaining accurate staff details and contingency plans in case of emergencies.
  • Managing HR projects as agreed with the North Africa Country Director.
  • Manage payroll and social security declarations.
  • Collect and integrate variable payroll elements.
  • Calculate payroll taxes and prepare social returns (monthly, quarterly and annual).
  • Establish pay slips, work certificates and any other related documents in accordance with the legislation.
  • Draw up all the dashboards to monitor the activity of staff (e.g. absenteeism, remuneration, holidays and timesheets).
  • Maintaining the staff handbook and keeping up to date with local employment laws.
  • Supporting on the development of new HR processes as necessary, ensuring that processes are legally compliant and abide with the BBC Media Action policies.
  • Line-manage locally based project team as required.
  • Line management and development of the HR and staff development officer.
  • Establishing and maintaining external professional networks.

Critères d'éligibilité

  • Relevant degree in Human Resources and in depth knowledge of Tunisian labour and HR regulations.

  • Minimum of three years’ experience within HR management
  • Establishing specific payrolls.
  • Able to work in English, Arabic and/or French to a high standard
  • Excellent attention to detail.
  • Willingness to adapt activities and policies to the changing local context and needs.
  • Adapts and works effectively with a variety of situations, individuals or groups.
  • Strong verbal and written communication skills.
  • Excellent interpersonal skills, with a proven track record of forming effective relationships with a range of local and international stakeholders.
  • Understands the value of BBC Media Action and is commercially aware.
  • Adheres to BBC Media Action values and behaviour. Acts with integrity and maintains confidentiality of sensitive and personal information.
  • Personal resilience and clear thinking to manage challenging and sensitive situations.
  • Experience of working with international teams.
  • Experience of working in media and/or media development.
