1.Context :

 

The project “SMART: Sensitizing towards Municipal Accountability, Reactivity and Transparency” aims to implement the Participatory Budgeting (PB) process in 6 municipalities in the governorate of Kasserine. This project is intended to support the following strategic goal:

-Participatory Governance

– Enable civil society to effectively interact with government officials to increase responsiveness to citizen needs.

-Enhance citizens’ ability to actively participate in their governments and develop a more informed citizenry.

-For government officials, to enable their engagement with, and responsiveness to, citizens to resolve issues of shared concern.

2.Project presentation :

 

 

 

The SMART project aims to support 6 municipalities in the region of Kasserine to implement the Participatory Budgeting process during its preparation of the communal budget of 2019. The Participatory budgeting process is a mechanism which provides the opportunity to local citizens and local civil societies to co-decide with the municipal council regarding the infrastructure projects.

Besides, the Participatory Budgeting allows the municipality to build a trustful relationship with its citizens through the implementation of the projects which meet the needs of citizens, as well as give the citizens the space to intract with the municipality through the public forums and through the monitoring of the different phases of the implementation of the projects decided by the citizens.

 

Moreover, the Participatory Budgeting mechanism helps holding the municipality accountable and transparent towards its citizens. The mechanisms provide a golden opportunity to the municipality to enhance its communications means and diversify its ways of interaction with the local citizens and local civil society organizations.

 

Consequently, the SMART project includes activities related to :

  • Capacity building of the municipality, local civil society organizations and citizens in the implementation of participatory democracy mechanisms
  • Enhancing the communication channels between the municipality the local CSOs and citizens
  • Providing a partnership framework between the municipality and local CSOs regarding the participatory democracy
  • Rising the awareness of citizens regarding local affairs

3.Mission of the expert

 

 

The expert is expected to ensure the following activities :

 

-CSOs capacities reinforcement.

Municipalities administrative and council members trainings on the participatory budgeting process, communication techniques and the elaboration of a communication plan techniques.

CSOs trainings on the participatory budgeting process, communication techniques and the elaboration of a communication plan techniques

Training CSOs members to be facilitators.

 

4.Méthodologie

 

 

The expert is expected to use a consultative and participatory approach which puts forwards the exchange with the different stakeholders of the project.

Besides, during the trainings, the expert is expected to use interactive tools which implies the maximum of participation and make the participants active end encourage exchange between participants.

5.Outputs

 

 

 

The expert is expected to provide the following outputs for the activities achieved :

  • A narrative report of the activity
  • The agenda of the activity
  • Recommandations

 

6.Mission period:

 

 

The mission will start in October 2018 and takes end in March 2020, with 47 days of expertise.

Critères d'éligibilité

  • A minimum experience of 2 years in implementing participatory mechanisms at the local level.
  • Preferably an experiment of implementation of participative mechanisms in the region of Kasserine
  • Demonstrated experience of collaborative working capacity with municipalities and local associations
  • good knowledge of the associative field work
  • ability to moderate and set up consultation tools between municipality and local civil society
  • ability to put in place accountability tools with municipalities
