Reports to:                Director ARTICLE 19 Tunisia

Key relationships:    Staff based in Tunis, Communications and Information Team,

                                    Law and Policy Programme; Projects Team, Fundraising Team,

                                    and external partners based across the region.

Responsible for:       Interns/Volunteers, consultants and freelancers where relevant

Starting salary:          22635 – 32089 TND (NET salary per year depending on

                                    experience and qualifications)

Contract:                    1 year renewable

Working hours:          Full Time (37.5 hours a week)

ROLE PURPOSE 

The post of MENA Communications Officer has the overall responsibility to lead and coordinate the Communication and Public Relations for ARTICLE 19 in the MENA region.  In addition the post has a primary role in delivering ARTICLE 19’s international communications strategy and advocacy work in the region.

Under the supervision of the Director ARTICLE 19 Tunisia, the MENA Communication Officer will lead on developing strategic communications for the MENA region and be responsible for the development and implementation of a new communication strategy for MENA.  He/she will support the shaping and delivery of key messages particularly around the ongoing programs and activities including delivery of a wide range of outputs from daily output for media, long form publications and events.  The role is also responsible for proposing recommendations on how to develop and strengthen ARTICLE 19 relations with the media, official authorities, partners and donors.

The overall purpose of the role is to maximize the visibility of the ARTICLE 19 mandate in the MENA region, through on and off-line channels, and in particular through digital platforms and social media.

KEY RESPONSIBILITIES

Communications Strategy 

  • In consultation with key teams, develop and implement an effective, innovative, communication strategy and action plans for MENA, particularly in the priority target countries in line with the Expression Agenda;
  • Use the ARTICLE 19 International Communication Strategy, and knowledge of relevant local, regional and international developments,  to develop the MENA communication strategy;
  • To be the a consistent point of contact for the International Communications team, and to work collaboratively with the team to maximize the opportunities for impact;
  • To propose recommendations on how to maximize the visibility of the ARTICLE 19 mandate and its actions to stakeholders, national and international partners and donors in the MENA region;
  • To contribute to the design and management of a digital communication strategy and plans, in coordination with the International Communication team.

Advocacy and campaigns

  • To monitor the developments related to freedom of expression and access to information in the MENA region, in particular threats against journalists and human rights defenders and developing appropriate responses;
  • To contribute to the advocacy campaigns and plans carried out by ARTICLE 19 MENA office;
  • To identify relevant advocacy opportunities and plan interventions, with the support of the MENA, Communications and Campaigns teams;
  • Working with the International Communications team and the wider MENA team, develop and implement strategies and action plans on how to manage and grow the presence of ARTICLE 19 in social media, especially (but not exclusively) on Facebook and Twitter.

Media Work 

  • To proactively identify, establish and cultivate relationships with key local and international media in the target countries as well as other relevant external contacts, and maintain contacts and general databases;
  • To identify and propose partnerships between ARTICLE 19 and key media outlets in order to ensure the proper handling and dissemination of freedom of expression issues,  ARTICLE 19’s messages, and ARTICLE 19’s mandate in general, in the MENA region;
  • To advise MENA Director and relevant staff on media and communication Work, and to assist in drafting talking points and other materials to the media;
  • To contribute to achieving quality, efficiency and impact of ARTICLE 19 communication and media efforts in MENA taking into consideration potential ARTICLE 19 brand risks;
  • To draft press releases, statements, stories, reports and other media and communication material for public use;
  • To monitor the media coverage of the work of ARTICLE 19 in the MENA region, including the management and documentation of press clippings and audio-visual recordings.

 

Communications Planning and Production

  • Working with the International Communications team, develop engagement materials to help ensure the production of a monthly newsletter to inform ARTICLE 19 audiences in MENA about the work the organization is doing in the region;
  • To contribute, in close coordination with the MENA SMT and the International Comms team lead, in the development of reports, impact stories, articles, and other communications assets in target countries in MENA;
  • To coordinate the financial, logistical and administrative support related to communications outputs;
  • To design and implement a plan for the translation of the publications of ARTICLE 19 MENA, in particular, the coordination with translators, providing quality control of translation delivery and developing an editorial line for reports and other communications products published by ARTICLE 19 MENA;
  • To manage and contribute to the content of the Arabic version of the ARTICLE 19 website in collaboration with the international communication team;
  • To contribute to the development of relevant information systems in order to improve institutional memory and learning in the MENA office;
  • To provide essential cover and support for related activities as required.

PERSON SPECIFICATION

Technical Skills, Experience and Knowledge

  • University degree in a relevant field (media and communication, social sciences, political sciences) Master degree in relevant field is desirable;
  • Substantial experience in a similar position preferably in related field and or for non-governmental organizations;
  • Substantial experience in drafting and implementing media and communication strategies and materials for the press;
  • Substantial experience in relation to working with local, regional and international media outlets;
  • Demonstrable understanding of the MENA region and ability to analyze trends in relation to human rights in particular freedom to expression and the right to information;
  • Good working knowledge of the operating environment in the MENA region for civil society and a general mapping of the main stakeholders;
  • Excellent communication and influencing skills, with proven ability to build relationships with a diverse range of media outlets and key stakeholders and donors in the MENA region;
  • Ability to deliver concise and clear messages to stakeholders effectively, particularly in making complex language and information accessible;
  • Demonstrable ability to work under pressure, prioritize, meet deadlines, and hold self and others to account;
  • Ability to work creatively, and sometimes independently, to develop initiatives, find solutions and also work collaboratively with appropriate supervision;
  • Advanced fluency in written and spoken English and Arabic. French is desirable;
  • Strong communications skills, particularly writing materials suitable for a variety of audiences in Arabic and English;
  • Experience of working in multi-lingual, multi-cultural, multi-geographical matrix teams is desirable.

  • Must have the right to work in Tunisia.
  • Have the will and the ability to travel frequently.
  • Commit to support and work within the mission, vision and objectives of ARTICLE 19.
