Amnesty International is recruiting a new full time Technologist position based in our MENA Regional Office in Tunis , for our growing international work on technology and human rights. This will be on a two and a half year fixed term contract basis.

ABOUT THE ROLE:

We believe in a free, open and secure Internet. We want to protect the ideals on which the internet grew: privacy, freedom of expression, access to knowledge and participation. And we are determined to identify and address new threats to human rights in the digital age.

As a technologist in our technology and human rights team co-located in Dakar, Nairobi, Berlin and London, you will be working to combat unlawful surveillance, help to protect activists against digital threats, uncover evidence of government and corporate abuses, and combat censorship. You will develop and conduct digital technical research and analysis in relation to AI’s work e and you will provide expert advice to Amnesty teams and to our partner organizations to help them enhance and secure their research, advocacy and communications.

JOB PURPOSE

The purpose of this post is to conduct technical research and analysis; provide authoritative advice to country and thematic specialists in the International Secretariat (IS) and the broader organization on technology and its impact on human rights; support, and lead on, the development and implementation of research and advocacy strategies to deliver impact in relation to agreed priorities; contribute to developing AI’s strategies, and contribute to the movement’s strategic goals and responses to human rights issues in this field.
The purpose of the team in which is the post sits is to lead develop AI’s programme of work on technology and human rights. The team currently focuses on human rights issues relating to electronic surveillance, freedom of expression online, big data and artificial intelligence.

AIIS PURPOSE

The IS, which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information globally. We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards. We provide strategic leadership, support and advice to the AI movement globally, fostering AI’s contribution, presence and public accountability throughout the world.

WORKING RELATIONSHIPS

  • Reporting to: This post has dual management between the Deputy Regional Director (Research) and Head of Technology and Human Rights
  • Posts this job manages: This post has no line management responsibility. However, the post holder may supervise temporary staff and team volunteers.
  • Other key relationships: country research and campaigns teams, national Amnesty International sections, other teams in the International Secretariat; external and technology and human rights experts and organizations; other international, regional, and local nongovernmental organisations.

MAIN RESPONSIBILITIES

  • Develop and conduct technical research and analysis in relation to Amnesty International’s work with a focus on the right to privacy and freedom of expression online and provide timely, accurate, independent and impartial assessments and recommendations to the IS and the Amnesty International movement.
  • Provide expert advice on technology and human rights issues to Amnesty International staff. Keep abreast of technological trends and developments that may have an impact on human rights.
  • Provide sustained support and technological mentorship to regional partner organizations to help them enhance and secure their research, advocacy and communications with greater digital capacities, tools and skills.
  • Increase awareness and confidence among both regional staff and close civil society allies to monitor, document and respond to digital attacks when they occur, supporting victims of surveillance and setting-up systems to monitor techno-censorship in each region.
  • Support regional staff to implement more secure communications channels and practices in their day-to-day work, providing a way for local groups to safely report violations and seek assistance from Amnesty InternationaI.
  • Develop partnerships and facilitate collaborations between technologists and human rights groups that model innovative uses of technology for human rights research and campaigns.
  • Write or contribute to the drafting of timely and effective reports, briefings, position papers, correspondence, action materials, press releases, and other internal and external documents in order to implement Amnesty International’s agreed strategies.
  • Manage specific projects within the framework of agreed strategies. This may include coordination of project teams and supervision of consultants.
  • Represent Amnesty International externally, including in governmental, intergovernmental and other public forums.
  • Participate in the coordination of the work of the technology and human rights team, including through setting priorities, preparing work plans, monitoring their progress and contributing to maintaining budgets.
  • Perform all necessary administrative tasks to ensure effective self-servicing, participate in the recruitment and induction of new staff and consultants and perform other corporate tasks as appropriate.

WHAT DOES SUCCESS LOOK LIKE IN THIS JOB?

  • Amnesty International has a strong profile on technology and human rights issues, particularly in relation to unlawful surveillance, freedom of expression online, big data and artificial intelligence, based on high quality analysis and research. There is increased documentation of targeted attacks and surveillance of human rights groups, internet restrictions and other forms of techno-censorship in the region.
  • Amnesty International’s partner organizations and regional staff receive expert technical advice and guidance that is contextually aware, timely, succinct and accurate;
  • Partner organizations and regional staff have incrementally more secure communications practices in place and are capable of assessing and mitigating against, evolving digital security risks;
  • The post holder actively supports the production of reports and other documents that are carefully researched, compellingly written, aimed at achieving specific impact, and delivered on schedule.
  • The post holder takes and creates opportunities to try out innovative research methods, build partnerships with the technology sector, and create non-traditional collaborations between technologists and human rights activists.
  • Other Amnesty International staff and external actors, including the staff of other NGOs, turn to the post holder for his or her recognized expertise.

ABOUT YOU

You will use your technical expertise to complement Amnesty’s campaigning, communications and research expertise to address threats to human rights in the digital age. You will be working closely with human rights defenders in the Middle East and North Africa region to tackle human rights issues present and future.

You will have expert technical understanding of global internet communications and technologies demonstrated by hands on professional experience or technical qualifications. You will have expertise in information security and a knowledge and understanding of the context in Middle East and North Africa, including challenges facing civil society organizations in the region. You will have the ability and self-driven interest to keep up-to-date on emerging security threats and trends, particularly those impacting human rights defenders.

  • Expert technical understanding of technologies related to the internet and communications demonstrated by hands on professional experience or technical qualifications
  • Expertise in information security both in analysis frameworks and practical implementations, with experience in an information security role and/or relevant qualifications

  • Ability to provide accessible and high quality training, mentorship and other capacity-building to human rights defenders and Amnesty staff
  • A knowledge and understanding of the context in West and Central Africa, including challenges facing civil society organizations in the region
  • Ability to work effectively in both English and French and the ability to produce clear, persuasive, and concise research documents and strategy papers in at least one of the above
  • Ability to think strategically and exercise sound political judgement in developing policy positions
  • Ability to represent Amnesty International to a variety of external stakeholders, to present ideas clearly, and advance compelling arguments, in both English and French
  • Strong interpersonal skills including advocacy, negotiating and influencing skills
  • Experience of working in a team, participating in the collective coordination of the work of the team by contributing to setting priorities, motivating self and others, and resolving team conflicts
